Director of State Policy, Government Affairs (US Remote)
What you will do
Let’s do this. Let’s change the world! In this vital role you will responsible for developing Amgen policy positions to assist the field-based lobbyists. Specific accountabilities include:
Serving as in-house resource on all State Government Affairs policy issues
Providing guidance to lobbyists with respect to specific legislation, including Amgen and industry positions
Analyzing and tracking state legislation affecting Amgen on a national basis, and providing regular summaries of important trends
Providing the State Government Affairs team with information in concise condensed form for internal and external use (talking points, charts, suggested legislative language, etc)
Serving as a liaison to internal Amgen partners, including Federal and International Government Affairs & Policy, Business units, Legal, Corporate Affairs, and Environmental
Actively representing Amgen within relevant national trade associations
Location: Washington, DC or Sacramento, CA or West US
Travel: Up to 10% travel
Reports to: Executive Director of State Government Affairs
What we expect of you

Doctorate degree and 4 years of government affairs and/or state policy experience
Master’s degree and 7 years of government affairs and/or state policy experience
Bachelor’s degree and 9 years of government affairs and/or state policy experience
Juris Doctor or Master's Degree
Comprehensive knowledge of the pharma/biopharmaceutical/healthcare industry, including major companies, payers, markets, competitive environment, and industry and health care trends.
5+ years of experience in pharma/biopharmaceutical state government affairs; demonstrated knowledge of SGA issues including: prescription drug pricing; Medicaid; reimbursement; environment; biosimilars; health care reform and state regulated markets. Experience in state taxation issues
Strong verbal and written communications skills, including ability to facilitate trust and develop successful relationships with diverse individuals/groups. The candidate must demonstrate an affinity for processing complex information and summarizing it concisely in writing and/or verbally in a highly professional manner and in a time-sensitive environment.
Strong ability to read and master lengthy legislative and legal documents and provide summaries of pertinent elements in short order; ability to understand subtle language distinctions and their possible impact to Amgen; strong attention to detail and excellent writing skills.
Ability to collect, organize, and summarize state legislation on an ongoing basis, utilizing reports from the field team, legislative tracking, and other sources.
Ability to organize strategy independently and to prioritize and handle multiple tasks simultaneously under limited daily oversight
Comprehensive understanding of the legislative and regulatory processes, including state budget developments and political environments.
Ability to build trust in advising field lobbyists on matters of state policy in a rapid and concise manner.
Maturity, knowledge, and confidence so as to effectively explain and represent Amgen’s state policy positions within major industry trade groups (e.g. PhRMA, BIO)
Proficiency in Power Point and other key applications to develop effective summary documents for presentations by State Government Affairs leadership.
