Amgen Manager, Data Strategy and Governance in Thousand Oaks, California
The Manager, Data Strategy and Governance works in partnership with U.S. Commercial Information Management Director and stakeholders to oversee and manage a comprehensive U.S. Commercial Data Strategy and Governance program for centralized data acquisition, intake, issue resolution, management, and governance across all U.S. Commercial cross-functional areas and systems.
This position collaborates across key functions within U.S. Commercial (i.e. Sales, Marketing, Managed Markets, BAI, Incentive Compensation, CCOE, Value & Access, etc.) as well as other key corporate functions including but not limited to: IS, Compliance, HR and Procurement (GSS), for end-to-end data intake, planning, delivery, and performance management.
Key responsibilities include, but not limited to:
Defines and manages data intake, acquisition, delivery, and performance of all data assets for U.S. Commercial Organization
Champions and manages the development and maintenance of the U.S. Commercial Data catalog, which will maintain an up to date inventory of all data assets and relevant information about how to leverage and access the data
Provides subject matter expertise and advises commercial stakeholders on existing data assets and how they can be leveraged for analysis/insight generation
Provides overall vendor management process and contract negotiation
Provides analysis and recommendations to identify, acquire, curate, and leverage new data sources to address data gaps in an integrated manner
Develops data standards and policies in partnership with senior leaders and partners
Optimizes usage of data assets across U.S. Commercial by ensuring broad, timely communication of available data sources
Partners with other functions across the enterprise to effectively leverage non-commercial data assets where possible
Serves as liaison between U.S. Commercial Sales & Marketing teams and vendors, IS, Incentive Compensation, Market Research, BAI, and other U.S. Commercial functions to ensure ongoing monitoring and timely resolution on data related issues
Provides end to end project management to ensure requests for data are fulfilled efficiently and effectively to meet Commercial data needs
Oversees vendors, establishes SLAs, and leads contracting processes
Provides training and communication to enhance data knowledge and increase utilization across Commercial Center of Excellence
Accountable for budget tracking, management, reporting, and adherence across all US Commercial data purchases

- Doctorate degree
- Master's degree and 2 years of project or data management experience
- Bachelor's degree and 4 years of project or data management experience
- Associate's degree and 10 years of project or data management experience
- High school diploma / GED and 12 years of project or data management experience
Bachelor's degree in computer science or data management
3+ years of project or data management related experience gained in biotechnology, pharmaceutical or healthcare product public relations including agency and/or corporate
Deep knowledge, understanding and ability to interpret and analyze data and its applications including but not limited to sales, customer, patient, plan/payer, claims, etc.
Experience in working with key functional areas within U.S. Commercial (i.e. Sales, Marketing, Managed Markets, BAI, Incentive Compensation, CCOE, Value & Access, etc.)
Solid business acumen and maturity
Strong communication and project management skills
Excellent diplomacy and facilitation skills; ability to influence without authority.
Understands best practices across the pharmaceutical industry.
Experience analyzing commercial data, analytics, and reports
Previous experience performing the functions in the position listed above
Ability to work successfully cross-functionally and lead large cross functional teams and budgets
