JOB SUMMARY

The Global Category Strategic Sourcing Manager will report into the Technology Vertical Lead within Global Strategic Sourcing (GSS) The Manager will be accountable for supporting the development and leading the overall sourcing and supplier management process(s) for these categories.

Strategic Contribution

  • Manages Technology Spend within DTI (Digital Technology & Innovation) and select Regions

  • Support development of the overall strategy for all technology categories in conjunction with business objectives related to DTI and selected Regions

  • Provide advice and counsel for DTI Leadership

  • Deep understanding of external supply markets & alignment to business strategy

  • Deliver effective risk and spend management results enabling DTI to deliver on Amgen Business needs in accordance with policies and processes

Delivering Value for Customers

  • Effectively drives collaboration where ‘overlapping’ stakeholder groups, geographic regions and / or where requirements exist

  • Responsive and adaptable to the evolving and complex business needs, innovation and supply markets

  • Manages, minimizes and mitigates supply/contractual/regulatory risk leveraging key functions where appropriate (Legal, Compliance, Data Privacy, Cybersecurity, Audit etc.)

  • Develop strong relationships with key stakeholder / groups and with key providers in current and future markets

  • Provide subject matter advice to internal and external stakeholder groups addressing current/future business needs demonstrating marketplace knowledge to supported functions and in support of GSS teams for other functions within Amgen

  • Initiates/builds industry/functional peer relationships bringing back best practice/innovation for Amgen

Developing Category Strategies

  • Develop deep knowledge of business strategies, objectives and as applicable service expectations for DTI and selected Regions

  • Lead and influence stakeholder groups with sound and articulate business case recommendations (i.e. sourcing strategies, service models, and ecosystem impacts) with quantifiable financial benefits

  • Develop sourcing strategies in alignment with Category Strategies and lead RFPs including strong commercial negotiations, supporting the team with data analytics, leading supplier evaluations and shepherding the contractual negotiations in collaboration with stakeholders and business partners (Legal, Compliance, Audit, Sourcing Excellence etc.)

  • Designs and develops multi-year category sourcing strategy for supported functions in alignment with stakeholder annual / multi-year plans in conjunction with Technology Vertical team

  • Builds a pipeline of category projects aligned to supported stakeholders & category responsibilities as the global lead in collaboration with relevant GSS regional / category peers and key stakeholders

Managing Contracts:

  • Ensure Amgen’s procurement policies are followed, ensuring that compliance metrics are met or exceeded, supported through preferred supplier contracts:

  • Inform stakeholders on Amgen’s sourcing policies and procedures, providing support and corrective actions where required

  • Approval of purchase requisitions and escalation of any non-compliant requisitions to the appropriate category manager

  • Lead contracting with new suppliers, where applicable

  • Ongoing contract management (Renewing and Renegotiating existing and expiring contracts) in partnership with global category managers

Basic Qualifications

Doctorate degree

Or

Master’s degree & 2 years of Sourcing, Management Consulting, IS Technology experience

Or

Bachelor’s degree & 4 years of Sourcing, Management Consulting, IS Technology experience

Or

Associate’s degree and 10 years of Sourcing plus any combination of Finance, Engineering/Computer Science, Management Consulting and Data Sciences experience

Or

High School Diploma/GED and 12 years of Sourcing plus any combination of Finance, Engineering/Computer Science, Management Consulting and Data Sciences experience

Preferred Qualifications

  • Solid understanding of procurement/sourcing/category management methodology and able to drive value for customers leveraging the right sourcing levers

  • Competent in Project Management with agile approach and methodology for being able to move projects quickly from conceptualization to contracting

  • Skills necessary to independently develop practical solutions and always seek out options to present to leadership

  • Can conform to shifting priorities and have ability to drive multiple simultaneous project implementations

  • Track record in establishing strong SOW/SLAs and ensuring supplier performance

  • Broad knowledge of the market forces shaping a customer’s business context (e.g. supplier base, legal & regulatory environment, sources of competitive advantage)

  • Ability to conduct benchmarking to address cost, quality, risk and innovation considerations

  • Ability to provide thought leadership, ability to influence and actively shape strategy

  • A sourcing expert with strong financial acumen and problem solving skills

  • Independent self-starter and able to motivate others to accomplish ambiguous tasks

  • Clear thinker, disciplined, logical and organized with the ability to prioritize

  • Strong oral and written communication / presentation / collaboration skills

Change Management

  • Ability to lead teams in a matrix organization, across geographies enabling successful transition and operational change for the business

  • Demonstrated track record of identifying root causes to issues and proactively problem solving complex organizational needs

  • Compelling and persuasive communicator (oral and written) with excellent interpersonal skills

Analytical & Technical

  • Proven technical knowledge and business ability related technology hardware, software, and services

  • Knowledge of sourcing, contract negotiations, and supplier management

  • Ability to analyze spend data and present insights based on the needs of the audience

  • Understands the Source to Pay processes including managing sourcing projects in Scout, including the execution of online RFx and e-Auctions
