Amgen Head of Value, Access & Policy in Taipei, Taiwan
Job Summary:
This role will lead Amgen’s Value Access & Policy (VA&P) team in Taiwan, contributing directly to the success of current and future products. The successful candidate will oversee national pricing, reimbursement, pre and post launch access, evidence generation, and policy shaping for our portfolios. This individual should not only possess the technical skills to lead a growing VA&P team, but also the visible leadership capabilities to inspire an organisation. This individual will report directly to the General Manager and serve as a core member of the Taiwan leadership team. Some of the key deliverables will include:
Building Best Teams : Develop, empower, and lead a talented VA&P team while role modelling our Amgen leadership attributes across the region.
Access : Gain & maintain access and favorable reimbursement for inline products and develop effective access strategies for pipeline products to support the company’s future success.
Evidence : Develop and execute clinical and health economic evidence generation strategies to demonstrate the value Amgen brings to patients, HCPs, and health systems.
Pricing & Contracting : Partner with the business to develop & execute pricing and contracting strategies to deliver value to patients, the health system, and Amgen.
Policy, Govt. Affairs & Advocacy : Leverage healthcare policy, government relations, and stakeholder engagement strategies to shape our environment in Taiwan, building Amgen’s reputation as a credible, science-based organization that makes meaningful contributions to patients, HCPs, health systems and society.
Collaboration : Partner effectively with commercial, medical, finance, regional and global colleagues to support Amgen’s business and Mission to serve patients.
Responsibilities:
Lead, coach and develop the Value Access & Policy (VA&P) team within Taiwan, while also serving as a strategic VA&P enterprise leader across Taiwan.
Develop and deliver an integrated national value access, policy, and government affairs strategy in collaboration with country management.
Develop and lead pricing and access strategy and negotiations with government authorities to gain/keep favorable reimbursement for Amgen’s products. Manage entry agreements with local government to gain reimbursement for launch brands and all future products.
Oversee development of clinical and health economic evidence necessary to gain/keep favorable reimbursement or pricing decisions.
Anticipate the changing access landscape by building and maintaining a deep understanding of current and emerging trends that can impact access/reimbursement for Amgen. Collaborate with Amgen partners to conduct annual reimbursement situational analyses to inform access strategies and planning assumptions.
Partner with key functions (e.g., clinical, regulatory, medical, marketing) to develop and implement strategies that overcome access barriers, while also playing an active role in supporting the business units in the development of strategic and operational brand plans.
Partner with the Taiwan leadership team to lead Public Policy and Government Affairs efforts related to product pricing, access, reimbursement, and the wider life sciences industry in Taiwan.
Represent Amgen at key industry meetings and with industry associations on priority issues.
Ensure close partnership with regional and global health economics and global pricing & market access partners.
Develop and test value messages and evidence with payers that will demonstrate the value that Amgen medicines bring to Taiwan.
Qualifications
Master’s degree & 8 years of directly related years OR Bachelor’s degree & 10 years of directly related experience
Strong analytical and technical skills
Proven record in achieving access successes in Taiwan, with a strong understanding of the Taiwan environment.
Ability to conduct situation analysis of external pricing and reimbursement environment and synthesize relevant information to develop strategic plans
Ability to develop and test value messages and value evidence with payers in order to determine the most compelling way in which to demonstrate and communicate product value to payers
Ability to translate complex situation and pricing analyses to effectively communicate impact to Amgen business.
Ability to review clinical and health economic literature, including disease state information, clinical trial design and results, and pharmacoeconomic studies, in order to understand implications for value to payers
Ability to manage in a highly fluid, interactive, matrixed environment and build strong, successful business partnerships with affiliate, regional and global colleagues.
Demonstrated ability to bring structure to vaguely defined problems, pragmatically scope problem solving approach, and manage execution.
Visibly champions new ideas and initiatives; actively seeks to explore new ways of doing of things
Anticipates future industry trends and opportunities, proactively develops plans to address these and communicates them to senior management
Excellent oral/written communications skills and interpersonal skills.
