Amgen Senior Manager Maintenance & Utilities in Singapore, Singapore

Job Description

The Engineering, Senior Manager will report directly to the Executive Director, Facilities & Engineering and is responsible for management of a multi-discipline team to deliver reliable supply of utilities and maintenance of non-GMP and GMP equipment in accordance to the maintenance philosophy. In addition, the Senior Manager will be accountable for Planning & Scheduling, Instrument& Analytical Equipment include Reliability & Continuous Improvement.

He/she manages emergency response procedures and drives adherence to workplace safety and health (WSH) requirements. He/she is also responsible for ensuring the performance of the department is in line with organizational goals through enhancing the technical capabilities of the team.

The Sr Manager will be responsible & accountable for:

Organizational Leadership:

  • ASM F&E Engineering Leadership Team (FELT) and ASM Site Extended Leadership Team (XLT) membership

  • Establish team vision, mission, goals and objectives

  • Manage staff performance and career development

  • Oversight of Engineering function.

  • Foster and maintain relationships with key site and network stakeholders

  • ASM ownership of the Long Range Planned Maintenance (LRPM) process

Maintenance & Utility Operation:

  • Responsible for 24 x 7 utility operations

  • Ownership of all related operational procedures

  • Support the site Sustainability Program, including Energy & Water efficiency programs

  • Management of Utilities system improvement program (reliability, alarm response) with close collaboration with System owner and Utility Operations team

Reliability & Continuous Improvement:

  • Key member in Reliability program development for all assets in ASM, drive the implementation & execution of the key reliability initiatives.

  • Accountable for monitoring, analyzing and trending system performance using Digital analytical tools.

  • Key leadership member in recurring system performance reviews with System Owners and client teams

  • Engage network ETA/MOGN and partner closely System Owners to leverage best practices from AMGEN network to improve equipment and system performance.

Instrument & Analytical Equipment:

  • Subject Matter Expert (SME) for escalation of complex instrument-related issues

  • Oversee calibration program for all instrumentation.

  • Partner closely with Maintenance & Utilities team to provide technical training to operators and technicians

  • Oversee performance of all analytical equipment and interface with vendors to optimize the maintenance program and ensure reliability

  • Work with project teams to specify and prepare instrument data sheets

  • Oversee technical training program

  • Interface with Amgen network to align best practices

Planning & Scheduling Oversight:

  • Accountable for Planning and Scheduling for all maintenance activities.

  • Competence in Computerized Maintenance Management System (CMMS) application structure and workflow process and preferably with IBM Maximo and Brios system (CMMS)

  • CMMS administration –Manage CMMS and provide technical assistance to CMMS Client Base

  • Support Capital Project by taking the lead in managing the overall development of CMMS master data to enable the development of maintenance job plan, Preventive Maintenance(PM)and the calibration of instruments.

  • Oversee CMMS system data is accurate and aligned with maintenance strategy.

  • Oversee PM program and workload distribution.

  • Work closely with clients and support groups in a team based collaborative environment.

  • Track F&E Weekly/Monthly Metrics –Ability to develop and run specific and accurate metrics.

  • Site Representative for network meeting and discussion.

Talent Management

  • Coach and mentor talents within site engineering services function.

  • Identify, recruit and retain talent.

  • Manage talent development via goals, objectives, and staff development activities.

  • Create and sustain an environment allowing for professional and personal growth through open communication, trust and respect

  • Develop potential talent for future succession planning via robust individual career map.

F&E Strategy Development

  • Support the development update and implementation of F&E Strategy 3 years rolling

  • Strategize, lead and implement business critical projects.

  • Support monthly and quarterly FE Strategy meetings.


  • Bachelor’s degree in Engineering, Facilities and Management plus 8 years of directly related experience

  • Master’s degree in Engineering, Facilities and Management plus 6 years of directly related experience

  • minimum 5 years’ experience in biotech/pharmaceutical industry.

  • Proven experience working in GMP environment


  • Forward-thinking leader who is directional and motivational

  • Experience in managing multi-disciplinary teams.

  • Strong communication and interpersonal skills


  • Experience in Pharmaceutical / Biotechnology industries

  • 5 years of managerial experience

  • 3 years of experience working with Computerized Maintenance Management System (CMMS) (i.e. Maximo or equivalent application)

  • Lean/Six Sigma, Total Quality Management (TQM), or other continuous improvement methodology experience (e.g., DMAIC, Value Stream Mapping, Process Mapping, Reliability Centered Maintenance, Mistake-proofing, FMEA, Root Cause Analysis, etc.)
