Amgen Senior Manager Maintenance & Utilities in Singapore, Singapore

The Maintenance & Utilities Senior Manager is responsible for management of a multi-discipline team to deliver reliable supply of utilities and maintenance of non-GMP and GMP equipment in accordance to the maintenance philosophy. In addition, the Senior Manager will be accountable for the Maintenance program, Calibration program, and all electrical systems.

Utility Operations

  • Responsible for 24 x 7 utility operations

  • Ownership of all related operational procedures

  • Lead the site Sustainability Program, including Energy & Water efficiency programs

  • Management of Utilities system improvement program (reliability, alarm response) with close collaboration with System owner and Utility Operations team


  • Management of Electrical System Owner responsible for interface with Licensed Electrical Worker (LEW)

  • Interface with Amgen network to align best practices

  • Overall ownership of the Energy Management program across site

Maintenance & Calibration Program

  • Lead site maintenance and calibration control program; interface with Amgen network to align best practices

  • Oversee instrumentation engineering, calibration shop, and standards program

  • Lead overall interface with Planning & Scheduling Team to coordinate all planned and unplanned maintenance activities to ensure on-time completion

  • Coordinate daily work schedule and work assignments with craft leads

  • Lead qualification of all maintenance & calibration service providers with support from Corporate Engineering

  • Solicit recommendations from technicians and implement job plan and procedure improvements

  • Work with System Owners to address system troubleshooting and drive improvements to system reliability

Plant Shutdown Leadership

  • Lead overall plant shutdowns

  • Define scope, coordinate with cross functional team and execute the plant shutdown maintenance to meet business objective Safety Program

  • Lead Facilities & Engineering Safety Plan and Program

  • Ensure staff have sufficient training and certifications as required to perform work

  • Develop, review and maintain Risk Assessments (RA)

  • Partner with EHSS to continuously improve safety performance and ensure environmental compliance

Compliance & Inspection Readiness

  • Own the Facilities & Engineering Quality Management System (QMS) for Maintenance, Calibration, and Critical Utilities.

  • Main spokesperson for maintenance & utilities during internal and external regulatory inspections

  • Audit work orders to assure proper procedure and documentation practices are being followed

  • Initiate and own non-conformances (NC) related to Utilities, Maintenance, and Calibration

  • Partner with System Owners and QA to ensure timely closure of Work Orders and Alarm Response

Training Program

  • Ownership of holistic training program (EHSS, task-based, technical competency, leadership) for all Maintenance & Utilities staff

  • Ensure staff is current on required GMP and task proficiency training

  • Cross-train staff on multi-discipline skills as part of flexible workforce plan

  • Coordinate off site training required for staff development Talent Management

  • Develop and manage resource model, monitor productivity and identify improvement opportunities

  • Identify, recruit and retain talent

  • Effectively manage talent via goals, objectives, and staff development activities

  • Create and sustain an environment allowing for professional and personal growth through open communication, trust and respect

Budget Management

  • Develop and manage Maintenance & Utilities budget and Long Range Plan (LRP)

  • Utilize data analytics to identify productivity improvements

F&E Transformation

  • Support the implementation of the F&E Transformation as owner of the key long-term improvement initiatives

  • Provide leadership to ensure Lean practices are deployed and leveraged to continuously improve business performance


Basic Qualifications

  • Master's degree and 6 years of directly related experience


  • Bachelor's degree or and 8 years of directly related experience

Preferred Qualifications/Competencies:

  • Leadership experience in managing multi discipline team primary in Utilities, maintenance, calibration, and/or electrical

  • 10 years overall experience in engineering, minimum 5 years experience in biotech/pharmaceutical industry.

  • Strong communication and interpersonal skills

  • Strong analytical and problem solving skills.

  • Proven experience working in GMP environment

  • Familiarity with documentation in a highly regulated environment

  • Experience managing contractors and vendors
