Amgen Finance Manager in Shanghai, China

China lead for statutory reporting including local audited financials and all tax filings, financial policies and procedures, internal controls certification and internal / external audits. The scope of responsibility includes Finance, Accounting, Compliance, management of external relationships with vendors providing financial services (e.g. audit, tax) and other administrative related statutory tasks. This role is based in China and reports to China Finance Director.

Job Responsibilities:

Accounting

o Provide all required information for monthly/quarterly close to Global Accounting Hub

o Ensure accuracy of financial statutory reporting prepared by external vendors, including audited accounts and all tax filings

o Prepares monthly account reconciliation

o Ensure proper recording of GL account codes, WBS codes and other required information

o Determine and provide guidance on local accounting and tax treatments under US GAAP in partnership with global tax and accounting colleagues

o Monitor and authorize payment processing for manual payments

o Prepare statutory financials for inclusion in meetings

Tax and Treasury

o Tax return preparation in conjunction with outsourced partner, including corporate income tax, withholding tax (WHT) and VAT/GST filings

o Provide support for other statutory tax filings, as required

o Profitability monitoring and Transfer Pricing analysis in conjunction with tax team

o Manage and support external tax audits

o Prepare monthly cash flow forecast and long-term capital planning forecasts for Treasury

o Monitor and ensure accuracy of intercompany (I/C) entries and clearing accounts

o Manage relationships with vendors providing tax related services

o Liaise with Treasury and Accounts Payable teams to support banking administration requests

Financial Controls and Audit (Policies and procedures):

o Monitor and ensure financial controls and compliance, including adherence to local finance policies (e.g. local T&E policy), and PO/payment compliance

o Manages annual internal controls certification (IICC) process

o Manages all internal and external statutory financial audits (e.g. requirements related to government grants) and implements recommended improvements

o Lead process for year-end stock-take and balance sheet reconciliations

o Own local finance policies, such as T&E and CHOPS

o Define local financial / accounting procedures (i.e. fixed asset inventory)

o Compliance oversight of onsite storage of financial documents (e.g. invoices, T&E reports)

o Develop and implement business processes to mitigate compliance risks and improve efficiency

Business Partnering and Other Ad Hoc Activities

o On point to complete responses to government questionnaires and inquires

o Manage financial deliverables for government grant submissions

o Liaise with Global Business Services (GBS) and JAPAC P2P team to support staff training related to invoice payment, vendor setup, process order creation, manual payments, T&E reports, etc.

o Support China Finance Director in local and regional planning and FP&A activities

o Manage ad hoc tasks and projects requested by China Finance Director

o Train new employees on local financial policies and procedures
