Amgen State Government Affairs Senior Manager - Southwest / South in Austin, Texas

This State Government Affairs Senior Manager role is a field based opportunity with responsibility for the Southwest/South states: Texas, Arkansas, Oklahoma, Louisiana.

The State Government Affairs Senior Manager will execute the work of Amgen's State Government Affairs (SGA) unit in the field (i.e., state capitals) and will serve as the company's registered lobbyist in both state legislatures and executive branch agencies.


This position is responsible for effectively representing Amgen's interests before state governments in the assigned states. Specific responsibilities include:

1) Establishing annual legislative and policy objectives in coordination with U.S. Government Affairs leadership to ensure alignment with overall departmental goals and with appropriate corporate functions (Policy, Commercial Operation, Tax, Legal, Development, etc.).

2) Monitoring and influencing state government legislation, regulation, and policy affecting Amgen's business interests in order to provide a favorable business and reimbursement environment (e.g., Medicaid budgeting and reimbursement, other relevant health care issues, as well as issues affecting Amgen's tax, facility and research interests).

3) Developing detailed written plans, including strategies to successfully implement goals, and regularly track progress against goals.

4) Traveling to and maintaining a regular, frequent presence in state capitals in assigned states in order to establish and cultivate professional relationships with state officials, including legislators, administrators, and regulators.

5) Educating state policymakers about Amgen's business and patients in order to influence decisions impacting Amgen and patient access to our products.

6) Communicating personally with state policymakers in a professional, informed manner with respect to issues affecting Amgen.

7) Expanding Amgen's presence in state government and industry communities, along with policy maker knowledge of Amgen and the biotechnology industry.

8) Creating and executing detailed action plans for lobbying activities in assigned states.

9) Developing and maintaining a thorough working knowledge of state government policy issues affecting the company, including biosimilars, Medicaid, product reimbursement; price controls; sales and marketing restrictions; clinical trials disclosure mandates; drug wholesaler regulation; state taxation; and public health.

10) Providing concise, comprehensive written and verbal updates to SGA management and affected Amgen business units.

11) Providing direction and working in coordination with Amgen Corporate

Account Managers to effect favorable coverage and reimbursement of Amgen products in Medicaid, and other state pharmaceutical purchasing arrangements.

12) Working successfully with key contacts throughout Amgen, including working across functional teams.

13) Representing Amgen at the state level in industry trade groups (BIO, PhRMA, state biotech associations), including active participation in association task forces and work groups.

14) Managing Amgen's contract lobbyists in key states as required.

15) Establishing alliances with patient associations or other groups as appropriate to further Amgen's state legislative and regulatory interests.

16) Managing corporate and Amgen Political Action Committee resources in assigned states.

External: state legislators, Medicaid/other executive branch officials, patient advocacy groups, industry organizations, and industry lobbyists.

Internal: U.S. Government Affairs; Corporate Accounts Managers, Sales, Marketing, Pricing/Contracting, Legal, Regulatory, Tax.

Budget Items:

Corporate/PAC contributions; contract lobbyist fees; association support; travel; business entertainment; lobbying registration/compliance fees.

Basic Qualifications:

Doctorate degree and 2 years of government affairs experience


Master's degree and 4 years of government affairs experience


Bachelor's degree and 6 years of government affairs experience


Associate's degree and 10 years of government affairs experience


High school diploma / GED and 12 years government affairs experience

Preferred Qualifications

A Juris Doctor or Master's Degree.

Comprehensive knowledge of the pharmaceutical/biopharmaceutical/healthcare industry, including major companies, payors, markets, competitive environment, and industry and health care trends.

Based on years of experience with state governments on health care issues, sufficient stature, capacity, and relationships with state officials to bring strong credibility to Amgen. This can be demonstrated by lobbying experience with state legislative and executive branches within assigned states and/or a professional work background within the state legislature or executive branch.

Superior verbal and written communications skills, including ability to facilitate trust and develop strong relationships with diverse individuals/groups. The candidate will demonstrate an affinity for processing complex information and summarizing it concisely in writing and/or verbally in a highly professional manner in a time-sensitive environment.

Ability to make critical business decisions independently, under severe time pressure in a highly dynamic environment.

Comprehensive knowledge of state legislative issues affecting the biotech and pharmaceutical industries, including price controls, Medicaid restrictions, state drug purchases, restrictions on marketing, and clinical trials disclosures.

Ability to organize strategy independently and to handle multiple tasks simultaneously under limited daily oversight.

Thorough understanding of the legislative and regulatory processes, including state budget developments, as well as political environments, within assigned states.

Innate ability to comprehend and predict critical, complex issues; rapidly formulate strategy; execute plan; and communicate regularly and concisely to appropriate Amgen management.

Proven record of accomplishment in complex legislative environment.
