Amgen Health Economics Senior Manager -- Health Technology Assessment (HTA) in Thousand Oaks, California
The Senior Manager will serve in a content-oriented leadership role within Amgen's Health Technology Assessment (HTA) Center of Excellence by actively partnering with country Global Value & Access staff on local strategy, leveraging cross-country product insights and learnings, and ensuring team alignment at the local, regional and global level on key dossier elements prior to submission. He/she will work closely with (and report to) the Head of the HTA COE with the aim of ensuring submissions are timely, high quality, and aligned with endorsed strategy to achieve optimal patient access and reimbursement for our products. As Amgen expands into new markets, and HTA proliferates worldwide, the number and complexity of these HTA submissions is growing substantially. As such, this candidate will engage with multiple functions, at all levels, across Amgen's Therapeutic Areas to ensure seamless integration of HTA COE into Amgen. The role includes working cross-functionally and cross-regionally with oversight of centralized vendors, mentoring of junior staff and the possibility of line management responsibilities.
- Support submission strategy and development, and ensure high quality dossiers
Work closely with HTA COE Project Manager and country affiliate
Actively participate in strategy meetings and provide cross-country insights and learnings, and help triage comments and trouble-shoot
Review of meeting minutes from strategy/key affiliate meetings; ensure timely delivery of minutes and archiving of submission materials
Provide affiliate support with country strategy with customized template
Review HTA submissions from a content and quality perspective to ensure alignment with agreed-upon strategy and guardrails.
Serve as member of RTQ (Response to Payer Questions) Team
Support payer engagement
Provide vendor management, including RFPs, SOWs, invoice reviews and direct review and oversight of deliverables
Actively participate as member of HTA COE Core Team to share key learnings and best practices, and to help continually evolve the HTA COE
Work cross-functionally to improve and strengthen HTA activities by developing a deep understanding of existing processes, core materials and key interfaces
Collaborate with key partner functions, including the Modeling Center, Functional Product Leads, Biostatistics, Scientific Affairs, etc.
Lead and/or support business-critical work streams
Lead training and onboarding sessions, include review and/or preparation of materials
Ensure HTA readiness of Global Value Dossiers
Contribute productive ideas to help embed the HTA COE into Amgen's cross-functional and cross-regional infrastructure.
Doctorate Degree and 2 years of health economics and outcomes research and/or access and reimbursement experience
Master's Degree and 6 years of health economics and outcomes research and/or access and reimbursement experience
Bachelor's Degree and 8 years of health economics and outcomes research and/or access and reimbursement experience
Masters or PhD in Health Economics, Outcomes Research, Health Services Research, Pharmacy Administration or related field, or PharmD with post-doctoral fellowship in one of these areas.
3+ years of experience in global outcomes research including dossier submissions for reimbursement or similar experience.
Experience working on external dossier submissions with respect to content creation, editing and/or review - ideally HTA /reimbursement dossiers or similar submissions.
Experience working with customers and colleagues based in different time zones
Self-motivated and able to advance projects without supervision
Strong presentation and communication skills
Experience with Amgen's Commercialization process, teams, and working practices.
