Amgen Specialist IS Business Systems Analyst - Solution Delivery Marketplace (SDM) Performance Management in Tampa, Florida

Amgen is seeking a Specialist Information Systems (IS) Business Systems Analyst - Solution Delivery Marketplace (SDM) Performance Management who will join our Enterprise Service Management (ESM) team. The Specialist will report to the Director IS, ARM, Service Desk, and SDM and will work out of Amgen's Capability Center in Tampa, FL. At Amgen, our mission is simple: to serve patients. The Specialist IS Business Systems Analyst - SDM Performance Management will lead the effective end-to-end governance and delivery of IS' build performance of Amgen's major IS suppliers representing an external spend in excess of $50M. The Incumbent will oversee end-to-end supplier governance, issue resolution, performance tracking, relationship management, and delivery strategy for a multi-supplier sourced environment. Additionally, the Specialist works closely with Regional, Functional, and Shared Services IS as well as Finance and other operational components of IS Services to support strategy, track performance, and ensure effective governance.

The ESM - Service Operations team provides Global IS Service Desk, Application Support & Maintenance and Solution Delivery Marketplace (Application Build) services, as well as works with internal stakeholders on their definition and automation of end-to-end services. ESM - Service Ops closely cooperates with teams such as Global Business Services (GBS) Technology, IS Service Owners and strategic external partners on the delivery of support, maintenance and application development.

Key Activities for the Specialist include:

Accountable for IS-wide Performance processes and execution, including multi-supplier governance, issue resolution, resource management, project and portfolio processes, tracking, and data and process provision for demand, cost, and portfolio

In cooperation with management, develops and maintains the IS multi-supplier competitive balance strategy and delivers measurement and execution of IS Management processes to ensure individual supplier, multi-supplier, and Amgen IS and Business delivery is continuously improving and has scale flexibility while overseeing multi-supplier and Amgen operational governance

Develops, implements and administers systems and processes to report IS performance metrics on a scheduled basis which includes technical and operational metrics as well as IS project portfolio, investment and budget tracking

Advises program and technical teams on the appropriate use of processes and metrics and ensures critical information reaches the appropriate and targeted audiences in a timely and planned fashion

Cooperates with IS and supplier teams including the planning, resourcing, prioritizing and sequencing of projects and initiatives in the delivery of results as identified

Identifies, assess and resolves complex business problems / issue / risks and facilitate issue resolution and risk mitigation

Creates and maintains financial and value capture plans inclusive of program capital and expense budgets for projects under incumbent's control. Creates and presents to senior leadership high quality business cases and supporting financial models inclusive of Net Present Value (NPV) or other business acceptable cost benefit analysis

Oversees the execution of comprehensive project plans including resource, risk and communication management, and other project governance processes

Proactively resolves issues and challenges that may impact the value of projects under incumbent's control

Works across the enterprise and with outside business partners to establish project objectives and delivering results to reach the strategic IS transformation goals

Routinely interacts with leadership and other high level, cross functional committees or teams and champions and influences organizational change through daily behavior and in the implementation of communication plans, marketing campaigns and other creative methods

Resolves conflicts among internal and external organizations and builds collaborative relationships

5% domestic travel can be expected

Basic Qualifications:

Doctorate degree

OR

Master's degree and 3 years of Information Systems experience

OR

Bachelor's degree and 5 years of Information Systems experience

OR

Associate's degree and 10 years of Information Systems experience

OR

High school diploma / GED and 12 years of Information Systems experience

Preferred Qualifications:

Depth and breadth of experience and knowledge within the IS Services and Operations realm

Strong knowledge of Information Systems organizations

Experience with Enterprise Service Management platforms, such as ServiceNow

Exceptional written communication skills

Experience communicating technical information in a non-technical, simple to understand way

Depth and breadth of experience and knowledge of program and project management concepts and processes, can demonstrate skills in situations with a large number of variables and high-level of complexity as well as with senior IS and Supplier leadership

Ability to handle multiple priorities and to build a strong network and relationships at all levels, including executive levels, across IT functions and the business

Demonstrates advanced skills in team leadership, governance, and conflict management

Demonstrates courage and self-confidence in dealing with issues and in broadly communicating information across the organization

Understanding of solution delivery methodologies such as Agile, SCRUM, RUP, Waterfall, etc.

Financial expertise in developing business cases including Net Present Value (NPV) calculations and value capture methodologies

Track record of success in complex projects and programs as well as management and mentoring project, program, and service owners

Experience in software development life cycle and business planning
