Amgen Portfolio Manager (IS Manager) in Tampa, Florida

Amgen is seeking an Information Systems Manager to function as a Portfolio Manager to join our Data and Analytics group and will be responsible for assuring visibility and coordination for all projects across AKM including managing Service and Portfolio reviews. Combining both strategic and advisory elements, hands-on management, and analysis activities, the Incumbent will play a critical and unique function while working with a cross-functional leadership group to develop and deliver on the IS Strategy pillar for 'unlocking knowledge and data for faster innovation' including developing executive and business communications. The Portfolio Manager will also develop methods to organize and review the full pipeline of analytics work being done across all IS divisions to demonstrate progress of the IS strategy pillar.

The Portfolio Manager will report to the Director IS Data and Analytics at Amgen's Capability Center in Tampa, FL. At Amgen, our mission is simple: to serve patients. AKM services include Advanced Analytics and Data Integration, Big Data technology services, Information Discovery and Search, Information Architecture, Knowledge Management (KM) and Regulated Content Management.

Key Activities for the IS Manager - Portfolio Manager include:

Collaborates with the AKM leadership, stakeholders, finance teams, service owners and project managers to assist in developing and managing project and program budgeting, cost estimation approaches and resource allocation while ensuring data is current in Project Portfolio Management Tool

Partners with leadership, project managers, finance and other portfolio governing bodies by participating in and supporting the latest estimate annual budgeting process and other portfolio related activities during the overall IS portfolio process including quarterly reviews

Delivers portfolio level planning and reporting; works with Program / Project Managers ensuring timely completion of their project status reports and project budgets are up-to-date

Maintains overall project budgetary oversight responsibility for AKM portfolio with support from Finance

Communicates changes to project and budget approval and monitoring processes while training Research and Development IS staff on these processes and ensures adherence to quality, security and risk management (e.g., GxP, SOX) requirements. Drives continuous improvement principles with relevant RUN operations

Oversees AKM service management dashboard and conduct joint reviews with team leaders

Manages communications lead responsible for assuring high value communications are developed for AKM service value

Manages external content operations service lead supporting the company's use of high value external subscriptions

Leads project management of selected high priority projects determined by the Executive Director of AKM

Assists in project business case and funding approvals following Amgen's Information Life Management (ILM) process; reviews to ensure all supporting documents are complete in preparation for ILM internal reviews and submission; facilitates project initiation and approval and supports project managers through the capital funding process

Provides program management and assists the AKM leadership plus cross functional leadership in developing and delivering on the IS Strategy pillar 'unlocking knowledge' including running workshops with IS and business, developing communications and developing/ tracking outcome metrics

Develops innovative analysis methods to build IS understanding of the investment, value and outcome metrics of analytics projects across the full IS portfolio

Travel: Domestic travel up to 5% may be essential

Basic Qualifications

Doctorate degree

OR

Master's degree and 3 years of Information Systems experience

OR

Bachelor's degree and 5 years of Information Systems experience

OR

Associate's degree and 10 years of Information Systems experience

OR

High school diploma / GED and 12 years of Information Systems experience

Preferred Qualifications

5+ years of experience working within information systems and/or project management

Experience working in a regulated GxP environment

IT Financial management expertise including competency in business analysis and business case development

Knowledge of project financial accounting, risk management, communications and status reporting, and schedule management

Strong oral, written and interpersonal communication skills including executive communications and the ability to influence, negotiate, and challenge business leaders when appropriate

Experience working with global projects

Sound experience managing of IT, business analysis or business change

Ability to plan and organize self and work in order to achieve objectives and targets while being determined to deliver outcomes and overcome obstacles

Previous experience maintaining accountability for the delivery of outcomes while exceeding customer expectations

Ability to work effectively with colleagues, managers, suppliers and stakeholders so as to develop effective partnership relationships with key suppliers
