Amgen Information Systems (IS) Manager - Investment Lifecycle Management (ILM) Process Owner in Tampa, Florida
Amgen is seeking an Information Systems (IS) Manager - Investment Lifecycle Management (ILM) Process Owner within the Program & Project Delivery (P&PD) team. The Manager will report to the Senior Manager IS - Technology Portfolio Management and will work out of Amgen's Capability Center in Tampa, FL. At Amgen, our mission is simple: to serve patients. The IS Manager - Investment Lifecycle Management (ILM) Process Owner will be responsible for overseeing and managing Amgen's Information Systems Investment Lifecycle Management (ILM) process, which is the method for reviewing and approving project funding requests. The Manager will also work closely with portfolio managers and project managers across the various IS and Global Business Services (GBS) functional organizations to guide teams in the development of their business case and Project Request Authorization (PRA) form to bring into the ILM process. The Incumbent will also be responsible for working with project teams to confirm that success measures declared from approved projects have been met. Additionally, the Manager will partner closely with the Project Controls and Financial Planning & Analysis (FP&A) leads to facilitate recurring project-related engagements with the portfolio and project management community. Deliverables and outcomes from these engagements include portfolio and project cost forecast quarterly submissions, updates to project resource capacity demand, and the annual budget planning.
The Program & Project Delivery (P&PD) team provides technology portfolio management and project execution and delivery services. P&PD works closely with teams such as the Global Business Services (GBS) Technology on project delivery, and with Information Systems on Amgen's overall technology portfolio.
Key Activities for the Manager include:
Manages and runs the overall ILM process
Facilitates the monthly ILM Vice President Peer Review (VPPR) meetings attended by the CIO, GBS SVP, and IS leadership team where project teams come forward to seek business case and funding release approval
Guides project teams requesting greater than $5M in capital funding through the ILM Capital Review Committee (CRC) process
Partners closely with Project Controls and Financial Planning & Analysis (FP&A) to jointly advise and guide project teams going through the ILM process
Works closely with Portfolio Managers to gain line of sight for both new upcoming, prospective projects as well as already approved projects that may be at risk
Maintains the IS ILM SharePoint site, which contains all IS ILM templates, training documentation, and approved ILM project document artifacts
10% domestic travel can be expected
Master's degree and 3 years of Information Systems experience
Bachelor's degree and 5 years of Information Systems experience
Associate's degree and 10 years of Information Systems experience
High school diploma / GED and 12 years of Information Systems experience
Experience in portfolio and project management and financial / cost management
Experience in developing business cases including Net Present Value (NPV) calculations and value capture methodologies
Experience in an environment requiring collaboration and ability to work effectively in cross-functional teams
Strong skills in team leadership, governance, and conflict management
Ability to deliver in a fast paced, dynamic, quickly changing environment
Outstanding written and verbal communication skills, plus sound analytical and presentation skills
Highly motivated and able to work effectively under minimal supervision
