Amgen Associate IS Business Systems Analyst - Solution Delivery Marketplace Bid Management in Tampa, Florida

Amgen is seeking an Associate Information Systems (IS) Business Systems Analyst - IS Solution Delivery Marketplace Bid Management who will join our Enterprise Service Management (ESM) team. The Analyst will report to the Director IS, ARM, Service Desk, and SDM and will work out of Amgen's Capability Center in Tampa, FL. At Amgen, our mission is simple: to serve patients. The Analyst is accountable for the development and ongoing execution of the bid management process within the Information Systems / Global Business Services (IS/GBS) Tech Solution Delivery Build Marketplace. The Incumbent is responsible for the Bid Management process to be used for the IS-wide Solution Delivery Marketplace, which will include development of the steps, workflow, and common templates used by Amgen and Suppliers to contract work within the Marketplace. The Analyst will develop a roadmap for the Bid Management process within the Marketplace.

The ESM - Service Operations team provides Global IS Service Desk, Application Support & Maintenance and Solution Delivery Marketplace (Application Build) services, as well as works with internal stakeholders on their definition and automation of end-to-end services. ESM - Service Ops closely cooperates with teams such as Global Business Services (GBS) Technology, IS Service Owners and strategic external partners on the delivery of support, maintenance and application development.

Key Activities for the Analyst include:

Using an Agile approach, develops user stories and acceptance criteria for process enhancements and redesign, and participates in testing, as appropriate

Serves as the primary point of contact for all bidding activity within the Marketplace

Works closely with Regional, Functional, and Shared Services IS/GBS-Tech as well as Global Strategic Sourcing, Finance and key external suppliers to source projects within the IS/GBS-Tech Solution Delivery Marketplace

Develops, implements, and administers systems and processes to report project sourcing metrics on a scheduled basis

Advises program and technical teams on the appropriate use of processes and metrics and ensures critical information reaches the appropriate and targeted audiences in a timely and planned fashion

Provides guidance to IS/ GBS-Tech and supplier teams including the planning, resourcing, prioritizing and sequencing of sourcing projects and initiatives in the delivery of results as identified

Participates in monthly governance meetings and service level agreement (SLA) reviews and creates minutes of meetings as well as follows through on all agreed action items (self and other participants)

Proactively identifies interdependencies with other IS/GBS-Tech transformation initiatives and takes self-directed action to work cross functionally to address interdependencies, overlaps and exploit integration opportunities

Routinely interacts with IS/GBS-Tech and functional leadership, project teams, and other cross functional committees or teams so as to builds collaborative relationships

Basic Qualifications:

Bachelor's degree

OR

Associate's degree and 4 years of Information Systems experience

OR

High school diploma / GED and 6 years of Information Systems experience

Preferred Qualifications:

IS planning, process, tracking, and reporting experience

Depth and breadth of experience and knowledge within the IS Services and Operations realm

Experience with IS managed services contracts, including contract terms, pricing mechanics, and service level agreements

Experience with supplier negotiations for IS services contracts and with Enterprise Service Management platforms, such as ServiceNow

Ability to identify, assess and resolve complex business problems / issue / risks and facilitate issue resolution and risk mitigation

Financial expertise in developing business cases including Net Present Value (NPV) calculations and value capture methodologies

Track record of success in complex projects and programs as well as management and mentoring project, program, and service owners

Exceptional written communication skills

Experience communicating technical information in a non-technical, simple to understand way

Ability to handle multiple priorities and to build a strong network and relationships at all levels, across IT functions and the business

Demonstrates courage and self-confidence in dealing with issues and in broadly communicating information across the organization

Experience in software development life cycle and business planning
