JOB SUMMARY

Position: Director/ Senior Manager, Value & Access

Solid Line Reporting to: Executive Director, Value, Access & Policy

Location: Amgen Canada Head Office, Mississauga

AMGEN Canada currently has an opening in the Value & Access (V&A) department which is a critical component of the Value, Access and Policy (VA&P) function at AMGEN. Candidate will lead the V&A function for Amgen in Canada.

Job Description:

The candidate will be primarily responsible for:

Having solid people management skill to manage people with diverse experience and qualifications to manage HTA, health economics, market access, and access related provincial and national policies, etc.

Having strong background in the understanding and application of health economics methods, market access trends, outcomes research methodologies, policy issues and trends, public and private market dynamics in Canada, US, UK, Australia and other major European affiliates (e.g., France, Germany, Italy)

Incorporating health economics, business analytics and competitive intelligence into the development of innovative strategies to develop strategies for gaining public and private market access for key pipeline assets.

Developing strategies to maintain and improve (where possible) access condition for inline marketed products

Reviewing V&A strategy and tactical plans (payer plans), brand (CSD) plans, scientific publication, dossiers for HTA and provincial submissions, etc.

Reviewing global core L2 and L3 HE models, BIMs, HTA dossiers, etc.

Participating in senior leadership forum to identify issues pertaining to Amgen Canada and Amgen Inc.

Actively participating on key global leadership teams (GPT, GPN, GHE, GP3) and communicating issues/priorities to the PST, local and global VA&P and other cross functional teams.

Actively working with EU Regional HE and HTA teams to foster greater collaboration and best practices sharing.

Actively working with Modeling Centre of Excellence (Zug-based) and HTA Centre of Excellence (Thousand Oaks-based) on modeling and HTA matters (e.g., providing timely feedback).

Partnering with New Products, Medical, R&D and VA&P partners to develop strategies and tactics, including project management in the development and execution of annual plans of action (POA).

Coach and provide strategic direction to New Product Development Leads (NPDLs) for pipeline assets

Developing, and then on a monthly basis, monitoring and reporting V&A budgets

Interacting with the Pricing and Contracting (P&C) group within VA&P and the BAI group to develop and pressure test revenue models (e.g., forecast).

Interacting with the VA&P key staff to develop and implement pCPA strategies for optimal access of Amgen products

Working alongside the Government Affairs team and Director, Government Affairs to develop provincial strategies related to access

Identifying access opportunities for inline marketed brands in consultation with Franchise Steering Committees to help improve P&L

Advocate for generating key evidence/real world evidence and value propositions to support the development of robust HTA dossiers

Support Industry associations on market access and health economics/HTA matters to advance Amgen's policy agenda

Support the CADTH Early Scientific Advice (ESA) process for pipeline molecules and work with XF global and local partners

Learning and communicating any competitive intelligence through participation in relevant external fora (i.e., IMC, BTC, iHEA, CAHR, CAPT, ISPOR, etc.).

Developing partner relationships with external vendors (e.g., market access, outcomes research, health economics) to maximize working relationships.

Working with regional (Intercontinental Region) team members to support and learn best practices from other regional teams.

Participate in GVA&P and GHE All Staff meetings.

Participate in EC (Executive Committee) initiatives and is aligned with Amgen Canada's overall objectives

Basic Qualifications

Bachelors, Master's or PhD in health economics, medical science, health services research, pharmacy, basic science or any quantitative discipline

Health Economics degree, diploma or certification

Preferred Qualifications

8+ years of experience in reimbursement/market access and/or health economics

Strong understanding of CDR, pCODR, pCPA and provincial review agencies (INESSS, Ontario CED, etc.)

Strong and demonstrated people management and coaching skills

Partnerships or experience in working with academia and payers

Experience in HE modeling, BIMs or other relevant training to satisfy the requirement

Experience in reviewing/critiquing HE models, reports, BIMs, cost calculators

Basic understanding of outcomes research methodologies and ability to review and/or contribute into research protocols
