Role Specification: Global Strategic Sourcing (GSS) Strategic Sourcing Manager France

This role will give the successful applicant the opportunity to work closely with lots of different business functions and spend categories in one of the leading Bio Tech companies in the world. They will understand how large multi-national companies work and how to work within a corporate environment.

Purpose:

Own and deliver sourcing strategies and productivity initiatives

Deliver the strategic demands of Procurements stakeholders/customers

To execute and implement the sourcing and purchasing needs of Amgen's France

To ensure compliance with all relevant sourcing policies and procedures in the affiliate

To support the Global & Regions category managers with execution of sourcing strategies in France

  • To be a Procurement Process and Systems expert ensuring compliance with all relevant sourcing policies and procedures

  • To be a Contracting expert, leading contracting activities, managing ongoing contract management needs (for Strategic and Supply Constrained Categories) and to be accountable for hand-off to Contract-to-Pay teams

JOB SUMMARY

The Strategic Sourcing Manager France (based in Boulogne-Billancourt) is responsible for an effective and efficient Sourcing and Supplier management for the affiliate in accordance with established Procurement policies and guidelines, implementing and contributing to global and regional category sourcing strategies and supplier management processes. The role will report directly to the European Strategic Sourcing Director.

Context and Responsibilities

Executing sourcing strategies:

Develop and implement a year on year French Affiliate productivity agenda and plan, aligned with finance and business objectives

Deliver sourcing & productivity opportunities effecting process, demand and cost

Manage Request for Proposal and Quotation processes (eRFX), evaluate and negotiate proposals, ensure and validate selection of suppliers

Work with the Global & Regions category managers to define requirements and implement local sourcing strategies

Develop supplier analysis and market intelligence to support sourcing strategies

Delivering value for customers:

Supports Global & Regions category managers with impacting activity

Understands business objectives and interprets customer needs to identify sourcing opportunities to support them

Build strong partnerships with colleagues in Finance, Accounting, HR, Facilities, Marketing and others functions as appropriate

Support / Manage delivery and validation of savings

Anticipates and prevents potential problems through root cause analysis

Managing supplier relations:

Maintaining and developing of preferred supplier lists

Support global / regional category managers to identify and articulate long-term strategic value that can be obtained through supplier collaboration

Deliver supplier improvement programs and drive continual value from key supplier relationships

Managing contracts:

Ensure Amgen's procurement policies are followed, ensuring that compliance metrics are met or exceeded, supported through preferred supplier contracts:Inform stakeholders on Amgen's sourcing policies and procedures, providing support and corrective actions where required

Approval of purchase requisitions and escalation of any non-compliant requisitions to the appropriate GCM/RCM

Lead contracting with new suppliers

Ongoing contract management (Renewing and Renegotiating existing and expiring contracts)

Preferred Qualifications:

Bachelor's degree with 3-5 years of management consulting or strategic sourcing experience OR Master's degree & 0-2 years of management consulting or strategic sourcing experience, with experience in working in international environments

Emerging market and greenfield operations experience

Has solid understanding of sourcing processes (tendering, supplier negotiations and contracting), across multiple spend categories:Market Research, Agency, Meetings, Fleet, Contract Sales, IT and Professional Services

Competent in Project Management and independently develops practical solutions

Ability to provide thought leadership to customers and actively shape customer's overall strategy while understanding business goals

Excellent communication skills (presentation, virtual team development, etc) resulting in relationship building and development

Problem solving skills

Able to work with minimal direction, ensuring quality of tasks / service provided by self and other

Experience using e-procurement tools such as Ariba

Applies analytical skills to evaluate and interpret complex situations using different information sources in order to draw and present analytic insights

Highly proficient with MS Office Suite, including Excel

Fluent business English, written and oral
